MS did not remove DakotaLink from anything

You'll need to modify the permissions on the "WindowsApps" and subfolders directory in order to be able to paste it there.
(right click -> properties -> security -> advanced -> modify -> add your windows session account email adress into the field -> Verify names -> ok -> apply)
If it doesn't work, maybe you can symlink the file directly into your download folder
